WHY EVEN CONSIDER THIS?



A significant number of residents, over the past 24 months, have expressed interest in becoming part of the Hanahan Community. Laurel Hill Plantation is the southernmost unincorporated area of Berkeley County surrounded by the City of Hanahan. Services available from the County are somewhat limited due to location. Example: a single Sheriff’s Deputy is assigned coverage from the community of Strawberry (north of Goose Creek) all the way to Hanahan.

To help with that decision making process, we've compiled lots of facts and figures. More importantly, we've gone to great lengths to assure accuracy. All the information available on this page has been thoroughly screened, researched, and verified by us and the relevant 3rd parties. Regardless of your opinion about the possibility of annexing into the City of Hanahan, you deserve complete and correct information upon which to base a decision.

WHAT IS THE PROCESS?



The annexation procedure is delineated by the State. There are 3 methods of annexation. Hanahan has agreed to the 2nd which requires acceptance by 75% of owners and who must represent 75% of the property value. In Laurel Hill’s case, that would require at least 102 owners agreeing. The other 2 methods require either 25% or 100%. Neither of those are typically appropriate for an established community. See page 15 of the SC Annexation Handbook regarding the 75% method.

HOW DOES IT WORK?



An official petition must be completed and signed by the owner of record. This makes it an individual decision. Due to COVID and other logistic considerations, the City of Hanahan has allowed for individual petitions to be signed rather than a single document.


This completed Petition Form may be mailed to LHPHOA, PO Box 1531, Goose Creek, SC 29445 or dropped off with any Board Member. For additional convenience, we may provide a mailbox specifically for the collection of these forms. See detailed directions accompanying the Petition Form.

THE DATA



Any information provided by the HOA Board has been thoroughly researched and confirmed by the various sources provided. These sources include the Berkeley County Auditor, Berkeley County Supervisor, Berkeley County Director of Real Property, Hanahan Finance Director, Hanahan City Manager, Goose Creek Rural FD Chief, Berkeley County Sheriff’s Office, Hanahan Police Chief, and more. The data collection and verification has been ongoing for approximately 20 months and has been revised as necessary during that time. That said, we strongly encourage property owners to conduct their own research, as they deem appropriate.



THE HOA's ROLE



The annexation consideration is not a “vote." Rather, it is an individual decision by homeowners. To be clear, the Board’s role is two-fold. A) It will assure, to the best of its ability, that all information it provides is complete and accurate, and B) The Board will facilitate the process, regardless of outcome.

53 Acre Regional Recreation Park

The City of Hanahan is in the final stages of design for the construction of a 53-acre park. The park will be located behind Bowen’s Corner Elementary off of Williams Lane, adjacent to Henry Brown Blvd. The Berkeley County School District is partnering with the city by funding 6 lighted tennis courts as well as cost-sharing the multi-use synthetic field. The plans include three multi-use grass fields complete with two baseball/softball skins with backstops. Some of the other amenities for the park will include:

Tanner / Foster Creek Trail

The Tanner Trail system was initiated by the City of Hanahan with the intent of providing a continuous walking - jogging - biking path from the Hanahan Crossing Center (where Lowes is) to Archibald Dr. on Foster Creek Rd. While there have been some delays and cost challenges, phases I and II are complete and phase III is underway. The project is now being managed by the Berkeley-Charleston-Dorchester Council of Governments (COG). Those hundreds of marker flags recently along Foster Creek Rd. were part of the phase III planning.

A significant amount of time, effort, and research was done to assure the accuracy of the comparison of taxes and fees. It is also IMPORTANT TO UNDERSTAND that there are several variables that have to be considered for EACH comparison. We have done numerous comparisons spanning home values from $200k - $450k and including square footage from 1500 to 3000 feet (maximum). For the sake of trying to keep this section as straightforward as possible and not having to resort to cases of Tylenol (ha), we did not include all the comparisons. Instead, we selected 4 as representative examples spanning low to high based on home values and sizes relevant to our neighborhood.

The online Tax Estimator provides a great start ... for developing comparisons between Goose Creek Dist 28 and the City of Hanahan. But it does NOT paint the entire picture. Items like the Fire Fee and new Parks Bond are not included in the Hanahan version. Similarly, the garbage collection fees aren't included in the Goose Creek version. The 4 comparisons you'll see, as you scroll down further, include ALL the taxes and fees including the correct millage calculations where applicable.
